It is the license for source codes of softwares (in C, R, Perl, etc). Where there is no explicit mention, the license that holds is the GNU General Public License (GPL) version 2.0. A copy of the license is available here gpl.txt.
GNU Free Documentation License (FDL)
It is the license for the documents made available on this website. Where there is no explicit mention, the license version that should hold is the GNU Free Documentation License (FDL) 1.2. A copy of the FDL can be obtained here: gpl.txt.
